Ever wonder why there is sometimes little discussion at Common Council meetings before a vote is taken?
There’s often more to the process than what you see at the regular Council meeting.
Many items that come before the Common Council first make their way through a standing Committee and/or a Committee of the Whole meeting. These meetings provide a setting that is often more conducive to discussion and allow Council members to explore an issue in greater detail. They also provide opportunities to bring in City staff, consultants, or others who can provide information and participate in a more in-depth conversation.

Committee and Committee of the Whole meetings are open meetings, and the public is welcome to attend. If you want to learn more about a specific topic or hear the early discussions surrounding an issue, these meetings are a great place to start.
Committee and Committee of the Whole meetings are typically held before a regular Council meeting, but they may also be scheduled at other times throughout the month.

Who can speak at a Common Council meeting?
Public participation is not limited to City of Jefferson residents.
While those who live and/or pay property taxes in the City may be offered the opportunity to address the Council first, the City also recognizes the many people from the surrounding area who are customers of City Utilities, work, shop, play, worship, and contribute to our community.
Public comments are generally limited to three minutes per speaker, and each speaker is asked to address the Council only once per meeting. Each speaker is to provide their name and address.
The governing body may, at its discretion, allow additional time for comments or allow a speaker to address the Council again. The rules may be suspended by unanimous verbal consent of the Council.
We encourage residents and community members to stay informed, attend meetings, review agendas, and take part in the process. Your participation is an important part of local government.
