Electric Commission Proceedings 9/17/26

Last Thursday, the Electric Utility Commission met to discuss the next steps for the City’s Electric Utility and how the utility’s operations could be structured moving forward.
The meeting began with a discussion about potential organizational structures. Under nearly all of the scenarios being considered, the utility would need a manager or department head to oversee its operations. City Staff discussed with the Commission that the responsibilities of this position could vary significantly depending on the structure ultimately selected. As a result, a new job description and potentially an amended pay structure would need to be developed.
The Commission also received an update from City staff regarding their recent involvement in assisting with the utility’s day-to-day administrative duties. Staff identified several areas where additional internal controls could be implemented. Staff asked the Commission for its support in putting procedures in place that are already used and audit-approved within City Hall.
These proposed procedures would not change the day-to-day operations of the Electric Utility. Rather, they are intended to provide additional safeguards and protections for the utility, its finances, and its employees.
City staff also presented several recommendations for the Commission to consider, discuss, and potentially act upon at a future meeting.
The Commission discussed utilizing the services and expertise available through WPPI Energy whenever practical. As a member-owned, not-for-profit organization serving locally owned utilities, WPPI provides a variety of support services to its member utilities.
It was also discussed that City staff could assist with the recruitment process for a manager or department head, if directed to do so by the Commission once the position and organizational structure are determined.
Next step: The Commission requested that City staff prepare a written list of recommendations for the Commission to review and consider at its next meeting.
This process remains ongoing, and no final decisions regarding the utility’s organizational structure have been made at this time.
